List of acts of aggression committed against oil and gas installations between 29Nov and 31Dec16 by armed terrorist groups in Syria

Identical letters dated 16 January 2017 from the Chargé d'affaires a.i. of the Permanent Mission of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, and further to our previous letters regarding the armed terrorist groups' attacks on the oil and gas installations of the Syrian Arab Republic, I wish to transmit herewith a list of acts of aggression committed between 29 November and 31 December 2016. Those acts caused considerable material damage and put certain installations out of operation.

  • On 29 November, armed terrorist groups attacked the surroundings of the Muhradah natural gas station. The gas entry pipe and heaters were put out of operation, and a gas leak was caused.
  • On 7 December, armed terrorist groups detonated a land mine, blowing up a car belonging to the Syria Petroleum Company that was travelling on the public highway through the Rumaylan oil fields. Five employees were killed.
  • On 8 December, armed terrorist groups carried out a vicious attack, launching rockets at the Mahr oil field in the Tadmur (Palmyra) area.
  • On 9 December, armed terrorist groups launched missiles at the Aleppo Fuel Department, killing an engineer.
  • On 9 December, armed terrorist groups attacked the city of Tadmur in large numbers, launching rockets at the fourth station and causing extensive damage.
  • On 16 December, armed terrorist groups launched missiles at the advanced refinery in Dayr al-Zawr, causing extensive damage.

The Government of the Syrian Arab Republic reiterates that certain States that are well-known to all have been directly supporting the armed terrorist groups in Syria. Their conduct is a flagrant violation of the principles of international law, the provisions of the Charter and the counter-terrorism resolutions of the Security Council, particularly resolutions 1267 (1999), 1373 (2001), 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), which obligate States Members of the United Nations to refrain from providing any form of support to terrorist groups or individuals.

The Government of the Syrian Arab Republic will continue to fulfil its obligations by enforcing the aforementioned Security Council resolutions on combating terrorism. It calls on the Security Council to assume its responsibilities by taking immediate action, in accordance with the relevant resolutions, in respect of those States that are supporting the armed terrorist groups in Syria.
