Letter from Syria rejecting the delivery of assistance to Aleppo by the Turkish regime

Identical letters dated 13 September 2016 from the Chargé d'affaires a.i. of the Permanent Mission of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, I should like to convey to you the following:

The Turkish regime has stated that it intends to deliver what it calls humanitarian assistance to the city of Aleppo. The Syrian Arab Republic hereby declares that it rejects the delivery of such assistance by any party, above all the Turkish regime, without coordination with the Syrian Government and the United Nations.

The Syrian Government also stresses that if the Turkish Air Force carries out any military operations above Syrian territory on the pretext of striking Islamic State in Iraq and the Levant, and does not coordinate with the Syrian Government and Russian operational command, such actions shall constitute acts of aggression and violations of Syria's sovereignty and territorial integrity. Syria will respond to such aggression with the means appropriate for defending its national sovereignty.

Since the start of the crisis in Syria, Turkey has supported armed terrorist groups and provided them with weapons, financing and shelter. It has hosted terrorists on its soil and provided them with all manner of assistance, and has brought terrorists and murderers from all parts of the globe to kill Syrians and destroy Syria.

Therefore, Turkey has no right to claim that it is concerned for the Syrian people and is fighting terrorism, especially in the city of Aleppo, where it has provided unlimited support to the terrorism that has been the cause of the death and destruction visited upon that city.

I should be grateful if the present letter could be issued as a document of the Security Council.
