Letter from Syria regarding the attempt by Israel to secure an area on the Syrian side of the area of separation to bring in new terrorists

Identical letters dated 29 July 2016 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, and further to our many letters concerning the refusal of Israel to implement the internationally recognized resolutions calling for its withdrawal from the occupied Syrian Golan to the 4 June 1967 line and its continued violation of international law and the 1974 Disengagement of Forces Agreement by, inter alia, providing assistance and support for armed terrorist groups in the area of separation in the Golan, I should like to draw your attention to the following important information:

Israeli occupation forces are attempting to secure an area of approximately seven kilometres along the strip adjoining the ceasefire line on the liberated Syrian side of the area of separation, from the towns of Shajarah, Kuwayyah, Bayt Arah and Abidin and neighbouring villages to the villages of the Qunaytirah area along the ceasefire line. Their aim in doing so is to empty the region of its population in general; bring in new terrorists of various nationalities, some of them from the Caucasus and the States of the former Soviet Union; hand the strip over to armed terrorist groups; make use of their bases inside those areas in order to protect Israel; and have those terrorist groups target the local population and foment strife, thereby serving the interests of Israel. The Israeli occupying forces, together with the terrorist groups already in place and those that they intend bring in, have been planning to make the strip their first line of protection, just as they had done previously in South Lebanon with the forces of Antoine Lahad.

The Israeli occupation forces have erected earthen berms, installed cannons, deployed tanks, dug trenches and defensive fortifications, equipped reserve helicopter pads and set up medical facilities along the border strip opposite the area. They have also opened corridors and crossings inside Syrian territory towards Jordanian territory for use by armed terrorist groups.

The Government of the Syrian Arab Republic calls on the United Nations and, in particular, the Security Council, to take urgent action to put an immediate end to the Israeli violations; place pressure on Israel to implement the relevant Security Council resolutions, in particular resolutions 242 (1967), 338 (1973) and 497 (1981); and compel Israel to withdraw from the entire occupied Syrian Golan to the 4 June 1967 line.
