Normandy Four advisers' meeting approves 11 principles of disengagement in east Ukraine
A meeting of advisers for the heads of state of the Normandy Four countries held in Minsk on June 15-16 approved 11 principles of disengaging the forces on the contact line in east Ukraine, Ukrainian presidential administration Deputy Head Konstantin Yeliseyev said on Friday.
The principles must be implemented by July 1 this year, he added.
"We have managed to approve 11 principles of disengaging the forces and pulling out armaments from the contact line. The sides have agreed three areas where such disengagement will be made," he said.
These areas are the settlement of Luganskaya, the Petrovsky district and the Zolotoye community, he said.
"We have given experts and the military clearly expressed guidelines for implementing the decision. We proceed from the fact that these principles need to be implemented before July 1," he added.
As the deputy head of the Ukrainian presidential administration said, the agreed principles relate both to the armament pullout process and the synchronization of actions, as well as their explicit monitoring and verification by European security agency OSCE.
The current agreement is only the beginning, Yeliseyev said.
"We still have many spots on these territories where military hardware has to be disengaged but this is the first step," he said.
New summit
The advisors to the leaders of the Normandy Four agreed at the meeting in Minsk on June 15-16 to prepare a new summit in the Normandy format (Russia, Ukraine, France and Germany).
'We agreed to continue contacts in the 'Normandy format' with an aim of preparing a next meeting of the leaders," Yeliseev said.
The last summit in the "Normandy format" took place in Paris last October. Yeliseev said the meeting went on for 15 hours and was devoted to the implementation of the Minsk Agreements. "Consultations were constructive," he said adding that "such dialogue is important because diplomacy should actively work and facilitate establishing peace and stability in Donbass."
