Russia's human rights commissioner Lukin leaving Kiev
Russian human rights commissioner Vladimir Lukin is planning to leave Kiev for Moscow soon, a source at his office told Itar-Tass.
Lukin is in Kiev on a mission as a mediator between Ukraine's authorities and opposition.
An advisor to President Viktor Yanukovich and a Supreme Rada member, Anna Gherman, told Itar-Tass earlier that Lukin had participated in talks in the presidential administration office, where opposition leaders Vitaly Klichko, Arseny Yatsenyuk, Oleg Tryagnibok met with German and Polish foreign ministers Frank-Walter Steinmeier and Radoslaw Sikorski. French Foreign Minister Laurent Fabius also participated in the talks, but he left Kiev overnight in connection with a planned visit to China.
The sides in the talks arrived ar an initial agreement on crisis settlement, the Ukrainian presidential press service said.
According to a statement on the president's website, Yanukovich initiates early presidential elections and return to the 2004 constitution. "I announce steps that must be taken to restore peace and not to have new victims of the confrontation," he said. "I announce I am initiating early presidential elections. I am also initiating return to the constitution of 2004 with redistribution of powers in favour of the parliamentary republic. I call for starting the procedure to form a government of national confidence.
