Russia says Kiev violates international norms breaking accord on transit to Moldova

Kiev has violated international norms by scrapping its agreement with Russia on military transit to Moldova, a senior Russian lawmaker said on Thursday, adding that he hoped for a response by the United Nations to actions of the Ukrainian parliament.

A law denouncing the Russian-Ukrainian intergovernmental agreement which gives the Russian military transit rights to reach Moldova, recently passed by the Verkhovna Rada, is "in violation of international norms", Frants Klintsevich, first deputy head of the ruling United Russia party's parliamentary faction, told TASS.

Klintsevich, who is also a member of the defence committee in the Russian parliament's lower house, the State Duma, noted that the Russian military units temporarily stationed in Moldova were peacekeepers, whose presence was approved by the United Nations.

He said he believed denunciation of the agreement was aimed at harming Russia.

"There will be some difficulties with Russian peacekeepers in Moldova but we will cope with the task," Klintsevich added.

The legislation, proposed by non-affiliated deputy Mikhail Golovko, was passed in the Ukrainian parliament on Thursday by 265 votes, 39 more than the minimum required.

The document, according to its drafters, is designed "to eliminate the existing legal prerequisites for moving military forces of the Russian Federation, deployed in the territory of Moldova, in transit through the territory of Ukraine".

The agreement between the governments of Russia and Ukraine allowing the transit of Russian military units temporarily stationed in the territory of Moldova through Ukrainian territory was signed in 1995.
