Ukraine publishes full text of fresh gas agreement with Russia
The Ukrainian government on Friday published the full text of the agreement inked between Kiev and Moscow on a gas supply package worth 4.6 billion U.S. dollars for the coming winter.
According to the pact which was agreed on Thursday in Brussels, Ukraine will receive gas from Russia starting from November 2014 through the end of March 2015 on the pre-payment basis.
Kiev will pay Moscow its 3.1-billion-dollar gas debt in two tranches by the end of the current year to resume gas deliveries.
The price of Russian gas for the "winter package" will be established in accordance with the existing contract, taking into account the discount of 100 dollars per 1,000 cubic meters.
According to the gas supply deal signed between Kiev and Moscow in 2009, Russia charged Ukraine 485 dollars for 1,000 cubic meters.
The winter gas supply plan envisages that the so-called "take-or-pay" principle will not apply to the protocol, meaning Ukraine will not be obliged to pay for gas if it doesn't import it.
The so-called "take-or-pay" clause, prescribed in the 2009 contract, obliges Ukraine to pay for the agreed amount of gas whether it use it or not.
Ukraine and Russia have been embroiled in a standoff on gas pricing for a few months. In June, Russia cut all gas supplies to Ukraine as the two sides failed to reach an agreement on payments.
