Russia, China may soon team up to ensure information security -- paper

Russia and China may sign an agreement on cooperation in international information security soon, which would include measures to prevent cyber incidents from turning into a full scale conflict, business daily Kommersant reported Tuesday.

The agreement may be signed on November 10 during a visit of Russian President Vladimir Putin to Beijing, a source close to the Kremlin and two government officials said.

The text is not ready, and it is still unclear who will sign it on the Russian part - Nikolai Patrushev, the Security Council's secretary, or Nikolai Nikiforov, the communications and mass media minister.

The sources said that the expected agreement will be of a far larger scale than the 2013 deal signed by Russia and the US, which stipulates a launch of hot lines to prevent escalation of cyber incidents.

Russia's Minister of Communication and Media Nikolai Nikiforov in early October said Russia relies on joint efforts with BRICS and SCO countries in the issues of information security.

"Russia has a very good school of specialists in technical protection of information, and, in my opinion, the country has been undertaking sufficient measures. But the outstanding problems with software, information technologies are much wider," he said.
