LETTER DATED 6 OCTOBER 1994 FROM THE SECRETARY-GENERAL
ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCILIn the context of the Security Council's efforts to ensure compliance by the parties in El Salvador with their commitments under the Peace Accords, I have the honour to inform you that, on 4 October 1994, representatives of the Government of El Salvador and the Frente Farabundo Martí para la Liberación Nacional (FMLN) signed a joint declaration reflecting their determination to see these Accords implemented fully and urgently for the benefit of all Salvadorians.
I attach the text of the joint declaration. I should be grateful if it could be brought to the attention of the members of the Security Council.

Joint declaration signed on 4 October 1994 by the representatives
of the Government of El Salvador and the Frente Farabundo Martí
para la Liberación Nacional (FMLN)The Government of El Salvador,
Aware of its responsibilities under the Peace Agreement,
Encouraged by the tangible progress achieved in transforming the Salvadorian State and society since the signing of the Agreement in Chapultepec,
Resolved to consolidate and strengthen peace, democracy and a State based on the rule of law, which the Salvadorian people is building,
Aware of the need to comply fully and promptly with pending commitments,
Convinced, in this final and decisive stage of the process, that the national interest requires a special and concerted effort to attain this objective,
And the Frente Farabundo Martí para la Liberación Nacional (FMLN), for these same reasons and objectives,
Decide:
1. To cooperate closely and actively in order to ensure full compliance with all the Peace Accords, both those pending and those being carried out, by no later than 30 April 1995.
2. To establish, to this end, joint mechanisms with the participation of the Government, FMLN and the United Nations Observer Mission in El Salvador (ONUSAL), and to determine the specific measures necessary for the rapid fulfilment of the aforementioned commitments. FMLN supports the Government's efforts to obtain financing for the fulfilment of pending commitments. Once the
programme for speeding up the implementation of the Accords has been decided, the Government and FMLN shall together take measures to obtain from the international community any resources that may still be required.
3. To keep the Salvadorian people and the international community informed of any decisions and steps that they take.
4. To reiterate the request of both the Government and FMLN to the United Nations to extend the mandate of ONUSAL until 30 April 1995.
