MAR 190698 The OMCT International Secretariat requests your URGENT intervention in the following situation in Morocco. Brief description of the situation: The International Secretariat has been informed of the presumed extrajudicial or summary execution of Mr. Khatri Embarec El-Abd of Saharan origin and resident of El Aayun. According to the information received from AFAPREDESA (Association of Families of Saharan Prisoners and Missing Persons), the authorities of the Moroccan police reported that Mr. Khatri Embarec El-Abd died on Thursday, June 11th, near the Algerian border, while trying to escape. The report states that in early June Mr. Khatri Embarec El-Abd, 43 years old, married and father of 4 children, travelled to Rabat (capital of Morocco) to request authorisation - a visa - in order to travel to Mauritania. The Moroccan authorities refused to issue the visa. According to the information received, Mr. Khatri was detained by the D.S.T. (Moroccan Office of Territorial Security) and has since disappeared. Last Thursday, June 11th, 1998, the Moroccan police informed the family of the deceased that he died of gun shots, fired near the Moroccan border of Algeria while trying to escape to Polisario. The OMCT International Secretariat is concerned by the human rights situation in this country, especially for the security of Saharan citizens. Action requested: Please write to the Moroccan authorities urging them to: i. -begin a complete and impartial investigation of the aforementioned acts in order to identify those responsible, bring them to justice and apply the civil, penal and/or administrative sanctions provided by the law; ii. -guarantee the family of Mr. Khatri Embarec El-Abd the right to appropriate compensation and redress; iii. -adopt the appropriate measures to put an end to all forms of violations of human rights and the fundamental liberties of the Saharan population; iv. -ensure in all circumstances the respect of human rights and fundamental liberties in accordance with national legislation and international regulations.
