Letter dated 24 January 2017 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General

I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 21-24 January 2017 (see annex).

Reconciliation of opposing sides

Over the past 24 hours, two ceasefire agreements have been signed with Wadi al-Qal'ah and Ghanm in Ladhiqiyah governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,140.

Negotiations on joining the ceasefire regime continued with field commanders of armed opposition groups in Aleppo, Hama, Homs and Qunaytirah governorates.

The number of illegal armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

Observance of the ceasefire regime

From 0000 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.

The following armed opposition units joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam and Martyrs of Islam Brigade.

The Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported four violations of the consolidated agreement, in Hama governorate.

The Turkish representative office did not report any violations.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours no humanitarian operations were carried out.

Centres providing hot meals and supplying urgent necessities are continuing to operate for residents from eastern districts of Aleppo city.

Over the past 24 hours, four ceasefire agreements have been signed with Muhaylibah, Mu'alliyah, al-Baydah and Maran in Damascus governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,144.

Negotiations on joining the ceasefire regime continued with field commanders of armed opposition groups in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

The Turkish representative office reported 12 violations of the consolidated agreement: 6 in Aleppo governorate, 3 in Damascus governorate, 2 in Homs governorate and 1 in Dar'a governorate.

During its investigation of these incidents, the Russian representative office confirmed three ceasefire violations. The remaining nine incidents were not confirmed by Russia.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours six humanitarian operations have been carried out, during which the following humanitarian cargo was delivered to civilians:

  • 8.9 tons to Aleppo city (the Ansari, Tall Shaghib road, Sabil, Jamiliyah, Shaykh Maqsud and Hamdaniyah-3 districts)

Centres providing hot meals and supplying urgent necessities are continuing to operate for residents from eastern districts of Aleppo city.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

The Turkish representative office reported 11 violations of the consolidated agreement: 4 in Aleppo governorate, 3 in Damascus governorate, 2 in Dar'a governorate and 2 in Homs governorate.

During its investigations of these incidents, Russia was unable to confirm 11 of the violations.
