Letter dated 20 January 2017 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General

I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 18-20 January 2017 (see annex).

Reconciliation of opposing sides

Over the past 24 hours, one ceasefire agreement has been signed with Rastin in Ladhiqiyah governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,135.

Negotiations on joining the ceasefire regime continued with field commanders of armed opposition groups in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of illegal armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

Observance of the ceasefire regime

From 0000 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.

The following armed opposition units joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam and Martyrs of Islam Brigade.

Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported seven violations: four in Hama governorate and three in Ladhiqiyah governorate.

The Turkish representative office reported seven violations of the consolidated agreement: three in Damascus governorate, two in Hama governorate and two in Aleppo governorate.

In the course of its investigation, Russia was unable to confirm seven of the thirteen violations.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours eight humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:

  • 7.8 tons to Aleppo city (in the Shaykh Maqsud, Hallak, Turbat Lala and Harat al-Shahadin districts, and at the Abu al-Baytar School and Khalid ibn al-Walid schools)
  • 1.2 tons to Rastin in Ladhiqiyah governorate
  • Toys and clothes were distributed to residents of the temporary housing facility in the Zahra' district of Homs city

Centres providing hot meals and supplying urgent necessities are continuing to operate for residents from eastern districts of Aleppo city.

The number of illegal armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

During its investigations of these incidents, Russia confirmed four ceasefire violations. The remaining eight incidents were not confirmed by Russia.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours seven humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:

  • 7.6 tons to Aleppo city (in the Sabil, Bayadah, Sulaymaniyah, Salah al-Din, Shaykh Maqsud and Firdaws districts, and at the Sulayman al-Khatir, Khalid ibn al-Walid and Uqbah ibn Nafi' schools)
  • Medicine and 100 sets of bed linen were provided to the national State hospital in Jablah of Ladhiqiyah governorate
