Letter dated 9 January 2017 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General

I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 6-9 January 2017 (see annex).

Reconciliation of opposing sides

Over the past 24 hours, no ceasefire regime agreements have been signed with populated areas.

The number of populated areas that have joined the reconciliation process is unchanged -- it is still 1,091.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in the following governorates: Homs, Hama, Aleppo and Qunaytirah.

Application forms to join the ceasefire regime were signed by leaders of 10 armed groups in Hama governorate.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire has increased to 104.

Observance of the ceasefire regime

From 00:00 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis. The following armed opposition groups joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam and Martyrs of Islam Brigade.

Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported 15 violations in the following governorates: 6 in Hama, 6 in Damascus, 2 in Aleppo and 1 in Ladhiqiyah.

The Turkish representative office reported 21 violations in the following governorates: 9 in Aleppo, 6 in Damascus, 4 in Idlib, 1 in Homs and 1 in Dar'a.

Investigations are being conducted into all cases of violations and all possible measures are being taken to prevent similar events from occurring.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, three humanitarian operations have been carried out, during which approximately 1.3 tons of humanitarian cargoes (food, urgent necessities, clothing and holiday gifts for children) were delivered to civilians at:

  • The school in Hamdaniyah-4 district, neighbourhood 3,000, Aleppo city
  • The Ghassan Ali Zawan secondary school in the Da'tur district of Ladhiqiyah city
  • The Catholic church in the Aziziyah district of Aleppo city

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians of Aleppo city.

Reconciliation of opposing sides

Over the past 24 hours, two ceasefire agreements have been signed with populated areas in Muhambal and Skanyu (Ladhiqiyah governorate).

The number of populated areas that have joined the reconciliation process has increased to 1,093.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Damascus governorate and armed opposition units in the following governorates: Homs, Hama, Aleppo and Qunaytirah.

Observance of the ceasefire regime

From 00:00 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis. The following armed opposition units joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam and Martyrs of Islam Brigade.

As the result of targeted efforts, there have been fewer violations of the ceasefire regime by both of the opposing sides and trust between them has increased.

Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported 10 violations in the following governorates: 5 in Hama, 2 in Ladhiqiyah, 2 in Damascus and 1 in Aleppo.

The Turkish representative office reported 14 violations in the following governorates: 7 in Damascus, 4 in Aleppo, 2 in Dar'a and 1 in Idlib.

Investigations are being conducted into all cases of violations and all possible measures are being taken to prevent similar events from occurring.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, two humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:

  • 1.8 tons to the Bani Zayd district of Aleppo city
  • 1.8 tons to the Sakhur-3 district of Aleppo city

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians of Aleppo city.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged -- it is still 104.

Observance of the ceasefire regime

From 00:00 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.   • 1.6 tons to the Russian Consulate in Aleppo city
  • 1.3 tons to a temporary accommodation facility for residents of Jibrin in Aleppo city (hot meals for 1,600 people prepared and served)

The number of populated areas that have joined the reconciliation process has increased to 1,097.

Negotiations on joining the ceasefire regime continued with field commanders of armed opposition groups in the following governorates: Homs, Hama, Aleppo and Qunaytirah.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged -- it is still 104.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, eight humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:

  • 1.5 tons to the Shaykh Maqsud district of Aleppo city
  • 1.3 tons to the area of Sulayman Khatir School in Aleppo city
  • 2 tons to the Hamdaniyah-4 district of Aleppo city
  • 500 kilograms to the Isma'iliyah district of Aleppo city
  • 1.8 tons to the Salah al-Din district of Aleppo city
  • 2 tons to the Khan Al-Zaytun (Sulaymaniyah) district of Aleppo city
  • 900 kilograms to the Firdaws district of Aleppo city
  • 1.3 tons to a temporary accommodation facility for civilians at the Sulayman Khatir School in Aleppo city

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians of Aleppo city.
