I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 23-26 December 2016 (see annex).

Reconciliation of opposing sides

The number of populated areas that have joined the reconciliation process has remained unchanged at 1,074.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 25 reports of shelling by armed groups in Damascus governorate (17), Aleppo governorate (6) and Hama governorate (2).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Jawbar, Mazra'at Mahmud, Qabun, Maydan, Kafr Batna, Buzaynah, Barza, the Abbasiyin stadium, the Ibn al-Walid Hospital and the Wafidin camp.

Armed elements of the Ahrar al-Sham group used small arms to fire on the Ansari neighbourhood in Aleppo city.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used mortars and small arms to fire on the Shurfah, Jam'iyat al-Zahra', Layramun, Ansari and Ashrafiyah neighbourhoods in Aleppo city.

In Damascus governorate, terrorists shelled Hawsh al-Shalq, Hawsh Kharabu (twice), Jawbar, Qabun, Qubtah and Hawsh Nasri.

In Hama governorate, terrorists shelled Kurnaz.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Two humanitarian operations were carried out over the past 24 hours, during which the following humanitarian cargoes were delivered to civilians:

  • Approximately 4 tons to the temporary housing facilities in the Jibrin district for residents who have left the eastern districts of Aleppo city.
  • Approximately 3 tons to the temporary housing facilities in the Hamdaniyah district for residents who have left the eastern districts of Aleppo city.
  • Approximately 1 ton of presents for children at the War Hero Hashim Yusuf School in the city of Tartus to mark the New Year holidays.

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who have left the eastern districts of Aleppo city.

Reconciliation of opposing sides

Over the past 24 hours, one ceasefire regime agreement has been signed with a populated area in Homs governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,075.

Negotiations on joining the ceasefire regime continued with field commanders of armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 36 reports of shelling by armed groups in Damascus governorate (22), Aleppo governorate (7), Dar'a governorate (4), Hama governorate (2) and Qunaytirah governorate (1).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Jawbar, Mazra'at Mahmud, Qabun, Maydan, Kafr Batna, Buzaynah, Barza, Hawsh al-Faddaliyah, the Abbasiyin stadium, the Ibn al-Walid Hospital, the Wafidin camp, a farm and section of the highway near Harasta, and a section of the highway near Duma.

In Aleppo governorate, armed elements of the Ahrar al-Sham group used multiple-launch rocket systems, mortars and small arms to fire on the Jam'iyat al-Zahra' and Layramun neighbourhoods in Aleppo city.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, mortars and small arms to fire on the Shurfah, Ashrafiyah and Jam'iyat al -Fayha' neighbourhoods, on the Hikmah School in Aleppo city and also on Dahiyat al-Assad.

In Damascus governorate, terrorists shelled Jawbar (twice), Hawsh Kharabu, Hawsh Nasri (twice) and Irbin (twice).

Terrorists shelled Jabha, Khirbat al-Ghazalah, Shaykh Miskin and Namir in Dar'a governorate; Muhradah and Hama in Hama governorate; and Qarfa in Qunaytirah governorate.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, one humanitarian operation was carried out in the Azizi district at the temporary housing facilities for civilians who had left the eastern districts of Aleppo, during which approximately 2 tons of humanitarian cargoes were delivered.

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Barza, Buzaynah, Jawbar, Qabun, Kafr Batna, Mazra'at Mahmud, Maydan, Hawsh al -Faddaliyah, the Abbasiyin stadium in Qassa', the Ibn al-Walid Hospital and the Wafidin camp in Duma.

Armed elements of the Ahrar al-Sham group used mortars and small arms to fire on the Ashrafiyah neighbourhood in Aleppo city and Jam'iyat al-Zahra' in Ladhiqiyah governorate.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, mortars and small arms to shell government troop positions near the area at elevation point 452 and the 1070, 3000, Ashrafiyah and Dahiyat al-Assad neighbourhoods in Aleppo city.

In Damascus governorate, the following were shelled: Irbin, Hawsh Nasri, Hawsh Kharabu and a sports ground in Jawbar.

In Hama governorate, terrorists shelled Muhradah and Suran.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, five humanitarian operations were carried out, during which the following humanitarian cargoes were delivered to temporary accommodation facilities for residents of eastern Aleppo:

  • Approximately 5 tons to the Jibrin district
  • Approximately 2 tons to the Shaykh Maqsud district
  • Approximately 2 tons to the Sakhur-3 district
  • Approximately 2 tons to the Ansari district

Humanitarian cargoes with a total weight of approximately 4 tons were also delivered to Dayr Zaytun in Ladhiqiyah governorate.

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who have left the eastern districts of Aleppo city.

Negotiations on joining the ceasefire regime continued with field commanders of armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 28 reports of shelling by armed groups in Damascus governorate (16), Aleppo governorate (8), Hama governorate (2) and Dar'a governorate (2).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Jawbar, Mazra'at Mahmud, Qabun, Buzaynah, Duma and Hawsh al-Farah, the Ibn al-Walid Hospital, the Wafidin camp and a farm and section of motorway near Harasta.

Armed elements of the Ahrar al-Sham group used small arms to fire on the Layramun and Ansari neighbourhoods in Aleppo city.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, mortars and small arms to fire on Shurfah, on the Ashrafiyah, 1070, Dahiyat al-Assad and Jam'iyat al-Fayha' neighbourhoods and on the Hikmah School in Aleppo city.

In Damascus governorate, terrorists shelled Hawsh al-Faddaliyah, Jawbar, Qubtah, Qabun, Hawsh al-Shalq and Hawsh Nasri.

In Dar'a governorate, terrorists shelled Khirbat al-Ghazalah and Shaykh Miskin; Muhradah and Hama were shelled in Hama governorate.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.
