I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 20-22 December 2016 (see annex).

Reconciliation of opposing sides

Over the past 24 hours, three ceasefire regime agreements have been signed with populated areas in Ladhiqiyah governorate (2) and Homs governorate (1).

The number of populated areas that have joined the reconciliation process has increased to 1,073.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 30 reports of shelling by armed groups in Aleppo governorate (12), Damascus governorate (16), Hama governorate (1) and Dar'a governorate (1).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Zabdin, Mazra'at Mahmud, Harasta (twice), Kafr Batna, the Ibn al-Walid Hospital and the highway near Duma.

Armed elements of the Ahrar al-Sham group used mortars to shell the Fayd and Kallasah neighbourhoods in Aleppo city.

In Aleppo city, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, anti-aircraft guns, mortars and small arms to fire on the Jam'iyat al-Zahra', Jam'iyat al-Fayha', 1070, Sukkari, Amri, Ashrafiyah, Shurfah, Amiriyah, Minyan and Salah al-Din neighbourhoods.

In Damascus governorate, the following were shelled: Jawbar (twice), Hawsh al-Faddaliyah, Hawsh al-Shalq, Hawsh Nasri, Irbin, Qabun, Bilaliyah and Hawsh Kharabu.

Terrorists shelled Khirbat al-Ghazalah in Dar'a governorate, and Muhradah in Hama governorate.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, two humanitarian operations were carried out, during which the following humanitarian cargoes were delivered to civilians in temporary accommodation facilities in the eastern part of Aleppo city:

  • Approximately 2.5 tons to the Mahalij district
  • Approximately 1 ton to the Shaykh Maqsud district

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who have left the eastern districts of Aleppo city.

Over the past 24 hours, there were 26 reports of shelling by armed groups in Damascus governorate (16), Aleppo governorate (8) and Hama governorate (2).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Barza, Buzaynah, Jawbar (twice), Qabun, Kafr Batna, Harasta (twice) and Mazra'at Mahmud, the Ibn al-Walid Hospital and the Wafidin camp.

In Aleppo governorate, armed elements of Ahrar al-Sham used mortars to shell the Saha Baza neighbourhood in Aleppo city.

In Aleppo city, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used tube artillery, mortars and small arms to fire on the Sukkari (twice), Layramun, 3000, Minyan, Amri and Amiriyah neighbourhoods.

In Hama governorate, terrorists shelled Muhradah and Suran.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours, one humanitarian operation was carried out, during which approximately 1 ton of humanitarian cargo was delivered to a children's cancer hospital in Ladhiqiyah city.

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who have left the eastern districts of Aleppo city.

Over the past 24 hours, there were 25 reports of shelling by illegal armed groups in Damascus governorate (14), Aleppo governorate (7), Hama governorate (2), Dar'a governorate (1) and Ladhiqiyah governorate (1).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Jawbar, Bala al-Qadimah, Qabun, Mazra'at Mahmud, Harasta and Basatin al-Qanawat in Damascus city.

Armed elements of the Ahrar al-Sham group used mortars and small arms to fire on the Salah al-Din neighbourhood in Aleppo city and on Ikku in Ladhiqiyah governorate.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, mortars and small arms to fire on Shurfah, on the Ansari, Jam'iyat al-Zahra', Layramun and Amiriyah neighbourhoods, and also on the Castello trade centre in Aleppo city.

In Damascus governorate, the following were shelled: Jawbar, Qabun, Qubtah, Hawsh Nasri, Hawsh al-Shalq, Hawsh Kharabu and Hawsh al-Faddaliyah.

In Hama governorate, terrorists shelled Kumaz and Hamamiyat.

In Dar'a governorate, Shaykh Miskin was shelled.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Two humanitarian operations were carried out over the past 24 hours:

  • Approximately 0.5 tons of hot meals and foods for civilians and fighters leaving from eastern Aleppo on the Ramusah bridge
  • Approximately 1.5 tons of urgent necessities and hot meals for citizens in Na'rah (Homs governorate)

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who have left the eastern districts of Aleppo city.
