Identical letters dated 28 March 2016 from the Chargé d'affaires a.i. of the Permanent Mission of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, I wish to transmit the following information concerning a number of individuals and entities associated with the terrorist organizations Islamic State in Iraq and the Levant (ISIL) and the Nusrah Front that are involved in stealing and illegally trafficking Syrian oil and gas from oilfields and wells.

1. Names of individuals known to be involved in stealing from the Jibsah oilfield (centre of the district), the Thawrah project and the Dayru project, a total of 65 wells:

    Abdulrahman al-Hawri; Ibrahim al-Hamid; Falah al-Qat'i; Abdullah Tarrad Humaydi; Ziyad Husayn al-Husayn; Qutaybah Kamil al-Hajj; Bashar Ad al-Husayn; Jum'ah Khidr al-Kanhush; Ahmad Jum'ah al-Kanhush; Ibrahim Husayn al-Kanhush; Ali Jum'ah al-Kanhush; Ibrahim Muhammad al-Ali; Farhan Muhammad al-Ali.

2. Names of individuals known to be involved in stealing oil from the Conoco gas plant:

    Mahmud Abdulhamid al-Jubn; Muhannad Abdulhamid al-Jubn; Khalid Abdulhamid al-Jubn; Hasan Dab' al-Muhammad; Mahmud Abbud al-Badran; Tayis Da'ar al-Tayis; Khalifah Ali al-Tayis.

3. Names of individuals known to be involved in stealing oil from the Tishrin oilfield:

    The Ali al-Fad'us gang, which consists of the following members: Hamid Muhammad al-Sajir; Ramadan Husayn al-Sajir; Jihad Husayn al-Sajir; Muhammad Tawfiq al-Sajir; Muhammad Hamid al-Sajir; Muhammad Ramadan al-Sajir; Muhammad Ahmad al-Ashiq; Muhammad Hasan al-Sajir.

5. Names of individuals known to be involved in stealing oil from the Deir Ezzor Petroleum Company:

    Amir Ahmad Mat'ab al-Rafdan (one of the most prominent ISIL leaders in Dayr al-Zawr); Sheikh Dhiyab Abdullah; Zahir Husayn al-Husayn; Majid Dahham al-Bashir; Laurence Nawaf al-Bashir; As'ad Nawaf al-Bashir; Amir Dahham al-Bashir; Khalil Wahsh al-Nibr; Yasir Husayn al-Dalhus; Abdullah Sulayman al-Khalif; Fayiz al-Khidr al-Khalaf; Husayn Abdullah al-Husayn (known as Al-Ar'ur); Muhammad Dhiyab al-Maz'al; Jamil Ways Hamud al-Hajar; Nuri Talib al-Hamadi; Hamud Sulayman al-Awaji; Hisham Mahmud al-Halush al-Hamad and his brothers Zaydan and Talal; Mahmud al-Ali; Dahham al-Jad'an; Ahmad Dahham; Amir Naqlawi; Husayn Naqlawi.

On 28 July 2015, The Guardian newspaper reported that the United States had found documents proving that the Turkish regime had relations with the terrorist organization ISIL and had bought oil from the organization. The documents were found in the home of the ISIL leader known as Abu Sayyaf, the person in the organization who was responsible for trading in stolen oil. Abu Sayyaf was killed by American special forces in May 2015.

Also on 28 July 2015, the Syria Now website published an article by the French author Thierry Meyssan stating that crude oil exports, which had recently resumed, were now being managed not by the haulage company of the Azerbaijani billionaire Mübariz Gurbanoglu, but rather by the company BMZ Group, which is owned by Bilal Erdogan, the son of the Turkish President Recep Tayyib Erdogan.
