Identical letters dated 25 May 2016 from the Permanent Representative of Israel to the United Nations addressed to the Secretary-General and the President of the Security Council

I am writing to inform you of Lebanese violations of Security Council resolution 1701 (2006), as well as breaches of Israeli sovereignty during the months of February to May 2016. Comprehensive lists of these violations and breaches are contained in annex I.

As outlined below, and in previous letters that I have sent, Lebanese violations of the Blue Line, and the armed presence of Hizbollah in Southern Lebanon, are daily occurrences. Despite their visibility and regularity, the vast majority of violations have been consistently excluded from previous reports of the Secretariat. I trust that forthcoming reports of the Secretary-General on the implementation of Security Council resolution 1701 (2006) will reflect these ongoing violations.

Furthermore, I would like to refer to the letter dated 24 February 2016, sent by the Permanent Representative of Lebanon to the Secretary-General and the Security Council (A/70/771-S/2016/208). The letter contains intentionally misleading accusations against Israel with regard to violations of resolution 1701 (2006). As with previous accusations alleged by the Permanent Representative of Lebanon, the factual record in many of the cited instances has been distorted, while other incidents as described do not constitute violations of resolution 1701 (2006). In order to set the record straight, please see Israel's detailed response to the claims alleged by Lebanon that is attached in annex II to the present letter.

4 January 2016 1515 Explosions were heard from the Mount Dov area near the IDF post of Ruwaysat al-Qarn (N467), while the IDF directed 115 artillery shells and 7 mortar shells towards Lebanese territory. The terror organization Hizbollah blatantly violated resolution 1701 (2006) by detonating three IEDs against two IDF vehicles south of the Blue Line. It should also be mentioned that Hizbollah claimed responsibility for this attack. The IDF made a tactical response in order to remove the threat emanating from this attack. Israel holds the Government of Lebanon fully responsible for preventing violations of 1701 (2006).
2123 An IDF force fired mortar shells, which landed approximately 180 m south of the Blue Line opposite Bastrah farm. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.
6 January 2016 1530 An IDF patrol comprising a Hummer vehicle and a Defender vehicle approached the gate opposite the Lebanese Army Wazzani pumping station. Four soldiers stepped out and pointed their individual weapons at the gate. At 1630 hours, the soldiers returned to Israel. The force did not cross the Blue Line. There is a longstanding agreement between the IDF and Ghajar village, in which IDF soldiers protect technicians from the village while they do maintenance work on water pumps south of the Blue Line. This is essential in order to maintain a steady supply of water for the village.
1317 An Israeli tank pointed its cannon opposite a Lebanese Army position at Rosh Hanikra. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line. Moreover, there was no intention to point a weapon or threaten the Lebanese Army in any way.
9 January 2016 1740 An IDF patrol comprising two Hummer vehicles directed searchlights towards Lebanese territory near Marwahin. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.
1815 In the Udaysah area, near checkpoint TP37, an IDF patrol comprising a Hummer vehicle and a Defender vehicle approached. The patrol inspected the technical fence and directed a searchlight towards the checkpoint. At 1900 hours, the patrol returned to Israel. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.

Furthermore, the instruments served the patrol for observation, and there was no intention to threaten the Lebanese Army in any way.

13 January 2016 1245 An IDF patrol comprising a four-wheel drive vehicle and two personnel carriers arrived opposite Kafr Killa at Tallat Riyaq. Thirty soldiers stepped out, maps in hand, and took photographs of Lebanese territory. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line. In contrast with the recon patrols conducted by Hizbollah operatives north of the Blue Line, IDF soldiers in uniform conduct territory measurements in a candid manner, as part of the IDF contribution to the demarcation of the Blue Line.

1440		 At the Birkat al-Naqqar locality, while an IDF patrol moved between the Ruwaysat al-Alam and Birkat al-Naqqar positions, IDF soldiers threw six smoke grenades at the side of the road at the Mount Dov area. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.
15 January 2016 2230 An IDF force directed a searchlight from the vicinity of Labbunah-Jall al-Alam towards Lebanese territory. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.

1654		 Opposite Yarun, from position W42, an IDF force directed a Merkava tank cannon towards position 50-6, which belongs to the Finnish-Irish unit of the United Nations Interim Force in Lebanon (UNIFIL). The IDF did not point a canon at the Irish troops and in no way threatened any UNIFIL soldier.
22 January 2016 0645 On the outskirts of Blida opposite the Lebanese Army post of Bi'r Shu'ayb, while an IDF patrol comprising two Defender vehicles and a Hummer vehicle was patrolling the technical fence, nine soldiers stepped out and directed insults at the observation post personnel. At 0715 hours, the patrol returned into Israeli territory. 1. The IDF force did not cross the Blue Line. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.

2. Disciplinary issues are dealt with within the IDF in every instance in which soldiers act against orders or against the IDF moral code.

27 January 2016 1825 An IDF force directed a searchlight from Tall al-Rahib towards Lebanese territory. This incident does not qualify as a violation of Security Council resolution 1701 (2006) or the Blue Line.
28 January 2016 1030 Opposite Udaysah, at point Shin 25 south of Misgav Am, an IDF force released two balloons equipped with surveillance cameras. An IDF patrol comprising two Hummer vehicles approached the site, and its soldiers directed their vehicles at Lebanese territory. At 1700 hours, the IDF force pulled down one of the balloons to the ground; the other balloon remains aloft. Release of balloons in Israeli territory does not constitute a violation of Security Council resolution 1701 (2006) or the Blue Line.
31 January 2016 1030 On the outskirts of Kafr Shuba Bastara farm, some 70 people, accompanied by Deputy Qassim Hashim, attended a protest against Israeli bulldozing work. During the sit-in, an IDF patrol comprising a Merkava tank, four Defender vehicles and three Hummer vehicles approached. The tank directed its cannon at the protesters. An IDF patrol addressed the protesters through a loudspeaker, telling them to leave and threatening to open fire if they failed to do so. The sit-in ended at 1130 hours. A deputy in the Lebanese Parliament arrived to the area in order to instigate provocations and crossed the Blue Line, along with his followers. They are the ones who violated the Blue Line. We therefore severely disapprove of this attempt to portray this incident as an Israeli violation.
