South Ossetia rules out talks with Georgia without Russia
South Ossetia flatly rules out any settlement talks with Georgia without Russian participation.
Addressing a gathering of OSCE military observers in Georgia, South Ossetian President Eduard Kokoity said his country would negotiate only as part of a Mixed Control Commission made up of Russian, North and South Ossetian and Georgian representatives.
Georgia earlier refused to discuss the matter within the MCC format.
