Dear Sir,
ATCEUC (Air Traffic Controllers European Union Coordination) is the organisation representing 28 trade unions all over Europe and more than 13.000 members.
We have witnessed with great concern the latest developments occurring in Spain. Our Spanish members kept us informed in real time of the events that resulted in the publication of the second Royal decree that was issued last Friday 3rd December, and more preoccupying of the entry of military forces and policemen in some ops rooms.
We are extremely concerned with this latest development and fear that it could have adverse effects on Safety, the common objective and goal of all involved parties in Air Traffic Management.
In a new era where the European commission promotes the Human factors as the 5th pillar of the SES II regulations and insist on the importance of this overarching factor, a solution must be found.
The purpose of that letter is to propose to CANSO that both our organisations form a mediation mission tasked with assisting our Spanish members in their difficult negotiations, so that the situation in the operational rooms can return to normal as soon as possible. The length of the Spanish process, and the violence of the solutions to which both parties have resorted is testimony in itself of the difficulties they are facing and of the possible use of such a mediation mission, based on a balanced, coordinated approach from both our organisations.
